Students experience EU legislation
Eisenstadt, January 21 2025 - Students on the Master's degree programme in European Studies - Management of EU Projects can choose a new specialisation for the first time in this academic year. It is called EU Careers and offers the opportunity to go through the EU legislative process in a simulation based on an existing directive. The case study: the Single Use of Plastic (SUP) Directive, i.e. single-use plastic packaging. The fictitious requirement: The EU Commission wants to ban the use of plastic bottles (PET) for mineral water from 2035. The students work on the Commission's legislative proposal, experience a Council meeting in the simulation game from the perspective of a member state and slip into the role of MEPs from a particular party in the European Parliament. The finale is the negotiation in the so-called trialogue, where representatives of the Council and the EU Parliament meet to negotiate the final legislative text.
Practice-orientated learning from experts
One finds a high degree of practical orientation on the curriculum of every study programme at universities of applied sciences. However, this specialisation has been particularly successful in giving students an insight into the real processes in the EU institutions, says programme director Gerda Füricht-Fiegl.

The students are fully engaged and often discuss the directive until after the end of the class. For many, it is only through this simulation game that the exact process of EU legislation becomes clear in all its details.
Gerda Füricht-Fiegl, programme director
The lecturers that Füricht-Fiegl was able to attract for teaching are absolutely top-class and most of them work in the respective EU institutions. Among them is the Secretary General of the Ministry of Defence, Arnold Kammel, a graduate and long-standing lecturer at the university and also an honorary professor. There is also Roland Jöbstl, Attaché for Climate Protection at the Permanent Representation of Austria in Brussels, Doris Dialer, Attaché for Consumer Protection at the Permanent Representation of Austria in Brussels and Thomas Glöckel, expert in the Council of the EU, who prepares the respective EU Council presidencies.
For student Tina Obermoser, the EU Careers specialisation "with its numerous simulations not only provides an insight into the engine room of the European Union's legislative process, but also allows students to experience it at first hand. Puzzle piece follows puzzle piece and you internalise the basics of the European Union in a sustainable way."
